Who was responsible for the origins of the Cold War Essay The breakup of Union of Soviet Socialist Republics (USSR) brought an end to the Cold War with victory for the capitalist countries principally United States. The Cold War did not involve direct confrontation between the two rivals, Soviet Union and United States, and it has always been difficult to claim who was really responsible for setting up the Cold War in motion. Historians on both sides have blamed the other side for starting the Cold War reflecting the antagonisms on both sides. Now that the Cold War has been declared over, we can perhaps look dispassionately on who was responsible for the origin of the Civil War. From a historical perspective the question, who was responsible for the origin of the Cold War is important for historical accuracy. As [MacDonald, 1995] points out that historical accounts and their relative plausibility directly influence social science theories and helps us learn from historical examples and utilize them as illustration and evidence. These questions are the subject of this essay to find who started the Cold War. My thesis is that: 1. The conflicting ideologies of Anglo-American Capitalism and Soviet Communism were the most important cause of the Cold War 2. United States and its Western European Allies were the originator of the Cold War and 3. USSR was forced to match the US measures and to build its own sphere of influence to counter-balance those measures to protect Soviet Union. The theses seems to be biased in favor of Soviet Union but when we analyze the relationship between pre-war Russia and United States and Britain we find that the 2nd World War only brought Russia and United States into an alliance to counter the common enemy, Germany. The lessons Russia learnt from the 2nd World War, with more than 20 million deaths can logically be expected to result in a desire to secure its borders by having friendly countries as buffers. After the end of the 2nd World War the Soviet Union was in no position to enter into competition with United States that had come out of the War relatively unscathed. The development of post War era indicate that the responsibility of originating the Cold War can be put on the shoulders of United States and Britain. The mistakes and misunderstanding generated by both sides only intensified the Cold War that kept the entire World divided into the two camps and has left problems in its wake that are haunting various regions of the world to this day. Economic and strategic rivalries often create disagreement even among allies but the ideological philosophies of both sides Soviet Communism on one side and Anglo-American Capitalism on the other, and the determination on both sides to ensure that their ideologies were protected and flourished only intensified the Cold War. United States and Britain were strong advocates of capitalistic, free-trading liberal democracy and many advocated turning the whole world into their form of capitalist economies. The Soviet Union policy makers also dreamed of seeing Marxist-Leninism spread throughout the world. After the destruction of the 2nd World War, with their economy and infrastructure devastated and more than 20 million dead, Soviet Union would have been more than happy to protect communism at home and was not in a position to export it. United States however was still strong and had come out of the War even stronger, and was in a position to strengthen its sphere of influence. The responsibility of originating the Cold War thus fell in the lap of United States and Britain and Soviet Union was not much far behind as discussed below. It is also important to recognize that due to the vast differences in the operating systems of the Soviet Union and United States, the Cold War was inevitable and tracing its origin to prevent a future Cold War is not the lesson we can possibly learn from the history. Even the end of the Cold War has not meant peace and tranquility for the world, and it seems that until one power can have total supremacy with subjugation to the desire of the almighty superpower, wars of one kind or other will continue.

Advantages of Learning Organization Due to impacts of the international financial crisis and the notable slowdown of the economy, Bank co has encountered more challenges. Accordingly, Bank co is transforming from an operational company to a sales-oriented one, in a bid to enhance their competitiveness. As the customer services centers are established and original branch institutes are shut down, the structure change influences 7 percent of the workforce. The board doesnt think a young management can handle the shift and further reforms; therefore, a great emphasis is put on staff learning approaches. As the staff capabilities are core resource to an organizations competitive advantage, all the management focuses on the planning and implementing of strategies. This essay not only elaborates Bank cos successful integration its HRM strategy with the overall business strategy, but also discusses the problems in the policy implementation. Some coherent solutions for these problems are also discussed in this essay. 2.0 Bank cos Objective as a Learning Organization 2.1 Definition of Learning Organization Peter (1990) proposed that any organizational thought a learning organization can be conducted by teams led by managers that facilitate a communication that values reflective thought, new patterns of thinking and a suspension of assumptions. In generally speaking, a learning organization has the following characteristics. First, the staff has a shared vision as their daily guideline and considers all organizational processes, functions, activities, and interactions with the overall environment as a member of the system. Second, each staff can air their own opinions to each other without fear of criticism or punishment. Third, staff sacrifices their personal self-interest and integrates department interest to cooperate to achieve the organizations shared vision. 2.2 Advantages of Learning Organization Brandt (2003) proposed that a learning organization is just like a school, a flexible and responsive organization should change in accord with changing circumstances. A learning organization has the following advantages. First, learning organization can promote continuous improvement. Whether project outcomes satisfy customers needs or not relies on how managers assess and narrow the gap between the two. Levine (2001) found that improve managers concentration span to organizational learning is a great potential to establish cooperation and continuous improvement that promote organizational performance. Second, learning organization can promote innovation. Although this statement is obviously true, but there is no quantitative study based on parallels between the characteristics of learning organization and the statement in literature that supports innovation and employee creativity can improve the performance of learning organization (Ramous and Steger, 2000). Third, learning organiz ation can foster community building. As learning community can break through stereotype routines and cultivate effective learning environment. Digenetic (1998) claimed that a learning community should be a mechanism for creating the learning organization. 2.3 Evaluation of Bank cos Objective With the financial crisis wreaking havoc on nations across all continents, the sense of living in a globalized age has become more acute. To cope with profound changes, Bank co made a strategic shift which focuses on four main units. First, human resource planning is long-term programs of Bank co. Due to the resignation of skilled and veteran managers, Bank co supports staff development by offering investment of à ¿Ã ¡17 million. It allocates about 25,000 training days for the staff each year. The training and development (TD) department has finished the training programs for more than 5,600 managers until nowadays. And the training programs coherently focus on five units, such as, resourcing and development, HR quality, training design and delivery, equal opportunities and residential training. Second, training and development should be implemented to management staffs at all levels. Since a survey indicates that 60% employees considered that the training programs are just attending courses, the TD department decided to implement a wider range of flexible training methods, such as, self-directed learning, coaching, job rotation, secondments, etc. As a result, staff at all levels start to self-study in learning resource center without the reliance on training courses. Their hobbies and interests have been explored by a large margin. Thats to say, Bank co cultivates a learning atmosphere within the company, and ushers staff to take the responsibility of self-development. Third, employee relations are another focus of Bankco. The employee relations are cooperative instead of competitive, because staff at all levels share the same goal of the organization. It coincides with the policy of a harmonious society. It is an opportunity for staff to realize themselves, while it is a challenge for the managers who provide opportunities within which the staff can learn and develop. According to Maslows hierarchy of needs, self-actualization is the highest need on the pyramid of needs, self-actualization must produce an attraction and stimulant for staff to find themselves (Maslow, 2008). Fourth, personnel operation is important. As HR department had considerable power, Bank co established a belief that a learning organization would remain competitive and successful. The shift causes an unprecedented series of efforts and initiatives intended to learn from diverse source, because the line managers are responsible for ensuring that proper action will be good for individuals who keep a partnership with their mangers. During the establishment of learning organization, Bankco has achieved good financial performance as a reward. 2.4 The Achievement of Learning Shift The shift from being operational to becoming sales oriented has brought significant changes in the performance of Bank co. First, as a learning organization, Bankco retains knowledge workers. Bank cos shift causes some of middle-aged managers to leave, when the company is in desperate need of talent to rebuild itself. Therefore, the management had to give top priority to learning programs to cultivate talent as fast as possible. Second, the learning center collects public recording which is unobtrusive and useful in the execution of decision-making and work process. The data on management and information about staff behaviors to certain jobs are useful for researches to analyze Bank cos operation and set down the appropriate management policies. As learning is applied to innovate or modify individual dispositions, processes, policies, and procedures, the staff can further develop their interests and hobbies, Bankco can improve its management experience as well. 5.0 Conclusion In our uncertain world, the only thing that appears to be certain is that social computer-base communication technologies are rapidly becoming online hot spots and changing the way we communicate and information. It is convenient to express social relationships on the IM and blog through links and comments. But we should take advantage of these technologies and overcome their challenges. Jews have been persecuted since the beginning of documented time. This religious group has been poked, prodded, exiled, and in recent years, massacred for their religious beliefs. This racial prejudice is called anti-Semitism. Anti-Semitism is the vicious weapon of propaganda used to break down the Jews psychologically before the armies of Germany even began to annihilate this religious group during World War Two (ââ¬Å"anti-semitismâ⬠47). The NAZI Party led in this mass murdering of the Jewish people. The head of the NAZI Party, Adolph Hitler, proclaimed that he was not a racist, yet killed over six million defenseless people because of their race. Hitler also declared, redundantly, in his speeches, that he did not desire World War Two. These are some of his last words: ââ¬Å"It is not true that I, or anyone else in Germany wanted a war in 1939. It was wanted and provoked exclusively by those international statesmen who either were of Jewish origin, or worked for Jewish interests. This led to the merciless opposition to the universal poisoner of all peoples, International Jeweryâ⬠(Rossel 10). As one can see, anti-Semitism could not be stopped in the era of World War Two, because Hitler outlawed any media that wasnââ¬â¢t showing hatred toward the Jews. The only radio broadcasts were his hate filled speeches and news reports that he approved. The only programs on television also had to be approved by Hitler or someone under him. No newspapers were allowed to say anything that, in any way, insulted a Nazi, or any other German. If any Jew was caught insulting a German, they were immediately executed or tortured until death. This fear that had been provoked by the death, starvation, and abuse of the Holocaust, was another type of propaganda brought about by the Nazis (Zeman 26). Another reason that Jews were hated was jealousy. They were believed to be Godââ¬â¢s chosen people. Hitler took advantage of this, and used it as another opening for propaganda. Soon, the Jews were blamed for the death of Christ and said to have brought all of the pain and suffering on the world. It was said that God was punishing the Jews, and the rest of the world, for not receiving Him, and once the Jews were gone, the Garden of Eden would thrive again. This ridiculous theory was later declared unchristian by the Second Vatican Council (Roth 47). Anti-Semitism was... ...s of the Jewish people.â⬠They did not take these books to read them, they made the people come outside and watch them burn. This was frightening because, ââ¬Å"Wherever they burn books, they will also, in the end, burn helpless human beings.â⬠That was said by Heinrich Heine, a survivor of one of the concentration camps in Nazi Germany (ââ¬Å"anti-Semitismâ⬠1). The Holocaust--the merciless massacre of over eleven million defenseless, innocent people, six million of which were Jewish--can be directly linked to the hatred and racism brought about by Nazi propaganda. The people of Germany let their minds be controlled and learned to despise the Jews. Hate is a powerful weapon that has the power to kill without mercy (Holocaust no pagination). What do you think the key role of the police service is and what skills do you bring to the service to execute that role? The key role of the police is to prevent criminal activity to occur in society. This is demonstrated through the use of detecting criminal behaviour, investigating crime and stopping individuals or groups that create a threat to others. Police enforce the law to provide safety and a sense of security. The key role of the police service is to maintain social order through the guidelines of legislations and government policies to enable a safe environment for society to live in. I think Police service requires officers to engage in other communities, treating them equally as any other. This is because it is essential for officers to develop a diverse sense of understanding for oneââ¬â¢s culture and religion. Police are given powers to use discretion whilst performing their duties, this is a very important tool that allows officers to make decisions based on their own choice or knowledge and knowing anotherââ¬â¢s religion can help to use the tool of discretion effectively. An example can be seen through the religion Sikh, where some of the Sikh religious man may wear a small sword on them. This sword is not used for harm but it is just a religious belief for Sikhs. If police do not have any knowledge of the religion, then it is difficult for them to use discretion in a positive manner. One major skill that I would bring to the service is to develop a good understanding of other cultures to assist those who are struggling in the community. Australia is a very multicultural society the different in backgrounds in the police force allows for better communication with society because they know you have a better understanding of who they are which allows you to help them beyond just being a police officer. A key role of the police is to protect society by the use of police powers under the law enforcement powers and responsibilities act 2002 such as arrest. This police power allows the officer to arrest a person either based on suspicion or if one commits an offence. This is done through police investigation whereby police may patrol the streets via walking, driving, or riding a bicycle. Police investigate crimes such as break and enter, property theft, domestic violence, and malicious damage. By investigating and solving criminal offences in the community, the police are giving protection to others andà maintaining social order. The skill that would be used effectively to execute this role is to talk to the offender about the situation and using good negotiation skills, treating him with respect or use reasonable amount of force if necessary depending on the situation. Good negotiation skills may be extremely effective when resolving disputes between neighbours or family members. This skill is important in carrying out policing duties because if society is treated with respect, you will also be treated with respect. If officers do not have the power to arrest, it would be difficult for police to keep society safe from criminals and offenders as they may re-offend. A key role of the police is to be honest, respectful and a trustworthy person. This is important because you may need to work with officers you have never met before. For them to trust you it may be important to share information. At all times truth must be told, as police matters may result in court hearings, and it is only the truth that can distinguish between whether a person is innocent or guilty. In response to this I would behave with discipline and respect those who work around me, if someone is wrong show them the right path to follow. This is important because you are not only looked upon by your colleagues but also others as you may be a role model for others in society. An important key role for the police service is to enforce the law by following and keeping upto date with legislations. Legislations are used to assist those in society. Legislations allow us to understand the law and for the police service to fulfil the required duty as a police officer through following the procedures of acts and amendments.
